Hey Rhonda,
When it comes to crowds at Disney World, January and February are very similar. I haven't put together my 2020 crowd calendars yet, but you can see from the 2019 calendar that in both January and February, there are slow times and there are busy times.
January is an interesting month. Typically it starts off with a bang the slows down with just a little bump over the Martin Luther King weekend.

Christmas vs. Art

One of the things you should consider when choosing a time to go to Walt Disney World is what events are happening that you might be interested in. For example, in January the Christmas decorations are typically up until the middle of the month. If you like Christmas you might want to go in early January.
In late January the Festival of the Arts kicks off in Epcot. If you are at all interested in art, you will probably want to go during the Festival. It's fun.
Star Wars: Galaxy's Edge

One of the big things that will affect the 2020 crowds is the opening of Star Wars: Galaxy's Edge. It's supposed to happen sometime in late 2019. The later it happens, the bigger the crowds will be in January. I think by February things will calm down a little, so I'd probably choose February if it were up to me.
Dad's Bottom Line
Rhonda, (aren't you proud I didn't sing any Beach Boys songs?) either January of February will be a good choice as long as you avoid the holidays. I do think February would be a little better choice, but January is not all that bad.
